House Speaker Michael Madigan plans to put the state’s $96.8 billion pension debt front and center Thursday with a series of test votes on proposals that would rein in current state benefits and make workers pay more.

At the Capitol, the measures are viewed as a “scared straight” approach that might give state workers a glimpse of the major financial pain that could be inflicted if lawmakers get fed up with the heavy resistance to any pension cost-saving idea put on the table. More…
